Azerbaijan’s Deputy Foreign Minister Mahmud Mammadguliyev is due to arrive in Yerevan on Thursday to attend a meeting of top diplomats from former Soviet republics participating in the European Union’s Eastern Partnership program.

The APA news agency quoted an Azerbaijani Foreign Ministry spokesman as saying that Mammadguliyev will be accompanied by Azerbaijan’s ambassador to the EU, Fuad Iskenderov, during what will be a rare trip to Armenia by an Azerbaijani government official. The spokesman, Elman Abdullayev, said Baku decided to attend the Yerevan meeting because it will discuss preparations for an upcoming EU summit on the Eastern Partnership.

Mammadguliyev has participated in international gatherings in Yerevan on at least two occasions in the past. He most recently travelled to Armenia in 2009 to attend a ministerial conference of the countries aligned in the Black Sea Economic Cooperation organization. Then Turkish Foreign Minister Ali Babacan was also in attendance.
