“Aravot” says that a Council of Europe report on the Nagorno-Karabakh conflict which was discussed this week in Paris by the leadership of the organization’s Parliamentary Assembly contains wording “undesirable for the Armenian side.” But deputy parliament speaker Tigran Torosian, who attended the meeting, says that the report drafted by the Council of Europe’s new secretary general, Terry Davis, has no legal force. The paper also reports that another report submitted by the PACE’s Armenia rapporteur, Jerzy Jaskiernia, is quite soft on the Armenian authorities. It sarcastically describes the contrast between the two documents as “European complementarity.”

“Haykakan Zhamanak” notes that Jaskiernia’s findings on the domestic political situation in Armenia are “congruent with the views of the Armenian authorities.” “All of that was expected,” opposition lawmaker Shavarsh Kocharian tells the paper. “After all, the Council of Europe and other European structures will never initiate the solution of issues that have to be solved within the country.”

“Haykakan Zhamanak” reports that Arayik Hayrapetian, one of the two pro-government candidates in Sunday’s parliamentary by-election, effectively pulled out of the race late on Wednesday. “It is obvious that Arayik Hayrapetian did not make that decision on his own and did that under pressure from the prosecutor-general and the chairman of the Nig-Aparan organization, Aghvan Hovsepian,” comments the paper. “Hovsepian, for his part, had to pressure his compatriot because he was personally instructed to do so by Robert Kocharian. The main conclusion from this whole story is that even illegitimate elections riddled with vote bribes and threats seem to Robert Kocharian too much of a luxury for Armenia.”

Also according to “Haykakan Zhamanak,” Hovsepian’s decision to cede the parliament seat to Artur Baghdasarian’s Orinats Yerkir Party left many members of his organization born in the Aparan region unhappy. As for Hayrapetian, he “seems to be preparing to leave Armenia in the coming days as he had promised.”

“Hayots Ashkhar” notes that as recently as a few days ago Hayrapetian was saying that he is determined to keep up the fight. “Doesn’t all of this testify that the candidate was ‘advised’ to drop out of the race?” it asks. “Orinats Yerkir’s Artak Sargsian can now become a deputy without a struggle.”
