“Zhamanak” says that the latest Azerbaijani actions in the Nagorno-Karabakh conflict have left Armenia in a “state of permanent war.” “Azerbaijan’s leadership thinks that Armenia is not strong enough to cope with the pressure for long and will surrender as soon as it is faced with a greater escalation of the situation,” writes the paper. “Azerbaijan’s leadership does not dare to opt for a full-scale war, fearing that it could suffer a defeat in that case. But it is trying instead to deplete Armenia’s resources as soon as possible, thinking that they are very limited.”

The paper believes that the Armenian leadership must respond to this challenge with a “serious change of the economic system” that would end the government’s privileged treatment of government-linked oligarchs. It also calls for a “radical” reform of the Armenian judiciary and an end to chronic vote rigging in the country.

“Haykakan Zhamanak” says that President Serzh Sarkisian’s speech at a United Nations peacekeeping summit in New York contradicted his remarks at a recent Collective Security Treaty Organization (CSTO) summit held in Tajikistan’s capital Dushanbe. “One gets the impression that Sarkisian has lost faith in the CSTO and is now seeking help from Western peacekeeping forces,” writes the paper.

“Zhoghovurd” quotes James Warlick, Washington’s chief Karabakh negotiator, saying that the United States believes neither Russia nor any other mediating power should be part of a multinational peacekeeping contingent that would be deployed around Karabakh in case of an Armenian-Azerbaijani peace accord. “We think that the conflicting parties agree on this issue,” Warlick says in written comments to the paper.

“Chorrord Ishkhanutyun” complains that senior Armenian officials “live like Arab sheikhs” despite their country’s de facto state of war with Azerbaijan. “Isn’t it time for Armenia to switch to a war-time regime in spending its budgetary resources or grants?” asks the opposition daily.
