“Zhoghovurd” accuses the Armenian authorities of failing to “adequately react to the brutal killing” of Karen Petrosian, an Armenian villager who wandered into Azerbaijan in unclear circumstances last week. The paper says they have factual evidence of Petrosian’s ill-treatment in Azerbaijan. The Foreign Ministry in Yerevan should have raised the matter with various international bodies and demanded that they condemn Baku, it says, singling out Foreign Minister Edward Nalbandian for blame. The paper is very unhappy with Nalbandian’s broader track record, calling for his sacking.

“Zhamanak” complains that Armenia and Nagorno-Karabakh have failed to “solidify” their victory in the 1991-1994 war in the 20-year peace talks with Azerbaijan. “We should have been several times stronger than Azerbaijan,” writes the paper. “We are not talking about the economic capacity. They have oil and gas which makes their quantitative and economic advantage inevitable. We should have been at a higher level in terms of social, economic, political and state culture. We should have been a more modern state and society.”

Interviewed by “Aravot,” political commentator Davit Shahnazarian notes that Azerbaijani President Ilham Aliyev criticized the OSCE Minsk Group but praised Russia at his weekend meeting with Russian President Vladimir Putin. “Serzh Sarkisian countered both Aliyev and Putin, emphasizing the Minsk Group’s role and proposals and implying that they are acceptable to Armenia,” says Shahnazarian. He also points to Sarkisian’s response to Aliyev’s claims that Armenia has failed to comply with the 1994 UN Security Council resolutions on the Nagorno-Karabakh conflict.

“This may have a serious impact on Aliyev’s entire internal and external propaganda machine,” claims Shahnazarian. “That propaganda is based on claims that Armenia is not fulfilling those resolutions. And in that context, Azerbaijan is being presented as a victim. Especially after the failure of the latest Azerbaijani incursions and big losses suffered by them Aliyev may have new internal problems.”
