Commenting on Friday’s negotiations held in Moscow by Russia’s, Armenia’s and Azerbaijan’s foreign ministers, “Zhamanak” claims that Yerevan twice turned down “indirect offers of such a trilateral meeting” made early this year. The paper speculates that it might have avoided such talks because of the April 2 parliamentary elections.

“Zhoghovurd” reports that two well-known Armenian lawyers were assaulted and injured by their colleagues in their office on Thursday. “The reason [for the incident] is a personal dispute between the chairman of the Chamber [of Advocates,] Ara Zohrabian, and a group of lawyers … which has been going on for more than a year,” writes the paper. “The tensions have constantly deepened during all this time, a fact which cannot fail to be a cause for concern. Why? Because the unhealthy atmosphere existing inside the Chamber and other incidents are putting the system of attorneys at serious risk and discrediting it in the public’s eyes.”

“Hraparak” says that judging from the blood-stained faces of the lawyers, the violent attack was quite serious. The paper believes that the incident undermined lawyers’ reputation in the country.

“Chorrord Ishkhanutyun” says that although Prime Minister Karen Karapetian is not as enthusiastic as he was in the wake of his appointment he is “continuing to change some things, issue passionate instructions on reforms and so on.” “But naturally, there are no results,” it claims. “At least, the public does not feel any positive change.” It also alleges that the authorities are not interested in the creation of new and well-paid jobs. They are only interested in helping domestic “oligarchs” and foreign investors make disproportionate profits in Armenia, says the opposition daily.

“Haykakan Zhamanak” reports that the Armenian government on Thursday officially acknowledged that the total amount of taxes and duties collected by it last year fell 8.4 percent short of the revenue target set by the 2016 state budget. In absolute terms, the revenue shortfall amounted to 15 billion drams ($31 million). Also, the government’s actual budget deficit exceeded the projected figure by half and reached 5.5 percent of GDP.
